Critical Commentary
This image was made from a moving vehicle while crossing a bridge above a residential community in Houston's East End. The structural vulnerabilities are profound, literally and figuratively. While simple fences may keep people out of the plants, the atmosphere carries chemicals into the neighborhoods.
